Activists in Vancouver, British Columbia, have suggested "shooting galleries," or safe houses for drug addicts, to stem the spread of HIV in the Eastside, one of the nation's most impoverished
neighborhoods. The proposal was made as part of a report by consultants on how to spend some $2.2 million allocated by provincial Health Minister Joy MacPhail to deal with the problem.
However, MacPhail says she believes the galleries would only make the situation worse, favoring instead a harm-reduction approach that helps drugs users get treatment. The Health Board announced a
medical emergency in October, citing an estimated HIV infection rate of up to 50 percent among the thousands of injection drug users in the Eastside.
