LAPD partners Max Grand and Duncan Starr cruise around in their squad car answering complaints about offenses to public decency. All over L.A., it seems, men are having sex in back yards, swimming
pools, and outdoor hot tubs. As they work to eradicate this menace, Grand and Starr make wisecracks about fags, but their duties are clearly turning them on. Finally Starr encourages Grand to suck his cock. Later on, he fucks
him. For Starr, who has previously stuck to solo masturbation scenes, this may be some kind of breakthrough. But his fucking is mechanical and heartless, and at times seems simulated. In a scene that feels longer than
The Sorrow and the Pity, he uses Grand as exercise equipment.
Since Grand seems livelier, more relaxed, and more accessible than usual, it's too bad he's so poorly
partnered. The Unlawful as a whole has a cheesy, uncaring, slapped-
together feel. It's hard to know
how long some of this footage
has been kicking around. There's a mediocre sequence involving the late Joey Stefano, who died in November 1994. Stefano isn't credited on the box; the onscreen credits spell his name Stephano. If Thor Stephens needed
to exploit Stefano posthumously, he could have done it with greater finesse.
