Dawn was, of course, pleased to read that Turkmenistan has banned the death penalty, replacing it with a maximum 25-year prison term. Dawn hasn't purchased plane tickets yet, but was impressed that not only has
that central Asian nation abandoned the barbaric practice of killing prisoners, but has a maximum prison sentence shorter than that routinely inflicted on non-violent convicts here in the home of the free and brave....
